Public Space Protection Orders (PSPO) – July 2021
Following regular complaints from residents about dog nuisance, CHPC are working with SADC to look at introducing a PSPO (which have replaced Dog Control Orders) on Colney Heath Common.
As part of the implementation process we are required to collate evidence and assess if the two conditions set out in the Act governing the introduction of PSPO are met:
- Activities carried out in a public place within our area have a detrimental effect on the quality of life of those in the locality or it is likely to have that effect
- The effect or likely effect of the activities is “persistent or continuing in nature” and that those activities are unreasonable and that justifies the proposed restrictions.
In order to establish whether these conditions are being met, residents need to collect evidence of the alleged nuisance activities and the detrimental impact on the quality of local life.
If you wish to contribute, please click here to print off the ‘Dog Walkers Diary Sheet’ evidence form, complete it with over the next six weeks and return it to CHPC by 31 July 2021. Copies will also be placed on the information boards at the Coursers Road and Church Lane entrances to the Common. The collated evidence will then be presented to SADC for assessment of whether there is sufficient evidence to justify an order.
